School of Public Policy and Change Management

Creating meaningful social impact through research, policy engagement, community development and capacity building — and preparing leaders to manage change.

About SPPCM

Where policy meets practice

The School of Public Policy and Change Management is dedicated to creating meaningful social impact through research, policy engagement, community development and capacity building. By connecting academic knowledge with grassroots realities, SPPCM promotes evidence-based solutions that contribute to the inclusive implementation of public policy and to sound organisational management.

The School brings together researchers, policymakers, social workers, development practitioners, NGOs, CSR foundations, government agencies, educational institutions and community stakeholders to collaborate for sustainable social transformation. Its objectives are aligned with the Viksit Bharat agenda, and it seeks to create a cadre of public policy and governance practitioners, professionals and enthusiasts to steer towards it.

In today's fast-paced environment, change is constant — driven by technology, leadership transitions or shifting market demands. As a change management institute, SPPCM ensures the human side of transformation is addressed: not just systems and processes, but emotions, communication and culture. Poorly managed change costs organisations morale, productivity and, sometimes, their leadership.

Public policy course by SPPCM

Reimagining public policy for a Viksit Bharat: governance, leadership and collaborative action

India's first management-school-led Executive Development Programme that integrates public policy, political leadership, governance, business and social impact.

The Executive Development Programme in Public Policy and Governance is a 12-week (three-month), practitioner-oriented programme designed, curated and delivered by the FORE Centre for Political Leadership and Governance. It equips entry-, middle- and senior-level leaders from government, industry, academia, civil society, media and political institutions with the knowledge, tools and leadership competencies needed to navigate India's evolving public policy landscape.

It integrates policy theory with practice through case studies, simulations, policy labs and interactions with standards-makers, elected representatives, senior civil servants, corporate leaders and policy experts — including a monthly in-person field visit to an institutional facility.

By leveraging FORE's expertise in management education while bringing together practitioners from government, industry, academia and the non-profit sector, the programme prepares current and aspiring leaders to address complex governance challenges through collaborative, evidence-based and ethically grounded public policy.

Change management at SPPCM

Leading change, not just surviving it

Change management is the structured process of guiding an organisation through change — technical, operational, cultural or structural — so that execution is smooth and the results last. Change is inevitable in every industry, which makes leaders who can navigate it more valuable than ever.

The School's programme teaches the essential principles of organisational change: identifying why change is necessary, managing resistance and sustaining stakeholder engagement. It focuses on real-world application, building the confidence and skills to lead transformation and to keep teams stable and focused during transitions.

From technology and finance to manufacturing, AI is reshaping business models, cloud adoption is changing workflows and sustainability mandates are rewriting supply chains. Change management has moved from a “should have” to a “must-have”.

Adaptive leadership: practical strategies for change

This course offers an in-depth view of proven approaches to making a difference in any group, community or organisation. Through inspirational case studies, participants gain tools for diagnosing challenges and ensuring durable progress in the systems they belong to — whatever their level of authority or position in the hierarchy.

It treats change as a process of retaining, discarding and innovating, and reframes hesitation as a response to perceived loss rather than to change itself. Participants learn to recognise the right moments to exercise leadership, to anticipate its risks, and to learn from setbacks and mistakes.

A core aim is building real capacity rather than dependency: identifying the assumptions that block progress, and analysing the roles and resources needed to generate change within a hierarchy.
